Deputy City Administrator Todd Pelham has been presented the Richard R. Noll Outstanding Assistant Award by the Missouri City/County Management Association (MCMA). The award was presented to Mr. Pelham at the annual MCMA conference on Thursday, May 2 in Lake Ozark, Mo.
“It is very humbling to be honored by your peers this way,” said Pelham. “I am honored to serve the Blue Springs community, and this award is truly a reflection of our entire team at the City.”
The Outstanding Assistant Award is given annually to an assistant manager/administrator who demonstrates excellence in leadership. Pelham was honored for his community engagement, excellence in governance, commitment to economic development, and professional and private successes.
“A manager’s success is often defined by the quality of people around him or her. City Administrators benefit from assistants that we can count on to always represent our community’s best interest and to serve as “go to people” when solutions are needed, strategic visions are developed, and initiatives are implemented. It is vital that these assistants are credible, trusted and well respected by our elected officials, community stakeholders and staff members,” said City Administrator Eric Johnson. “I’m extremely pleased that his colleagues from across the State have bestowed this prestigious honor upon him and I can find on one who better embodies these qualities and attributes than Todd Pelham.”
In 2011 the Missouri City/County Management Association established the Richard R. Noll Outstanding Assistant Award. Richard (Rich) Noll, assistant city manager of Kansas City, passed away on August 25, 2010 following a sudden illness. With Rich Noll’s passing, MCMA and the city management profession lost a dear friend and leader. Rich served as MCMA President, Vice President, Board Member and chair of the Professional Development and Academic Affairs Committee.
