The Downtown Master Plan The Downtown Master Plan documents current economic and market data, identifies market opportunities for additional retail, office, civic, and residential uses, and offers recommendations for short and long-term land use, transportation, and open space. A substantial community involvement effort in August 2006 helped the plan become a reality.
The Downtown Master Plan (PDF) was adopted by the Blue Springs City Council on February 5, 2007. To date various steps of the Downtown Master Plan have been implemented, including theDowntown Development Code. The city continues to strive to implement the entirety of the master plan.
