City of Blue Springs City Council District Boundaries have changed based on the 2020 Federal Census Results.
The new boundaries take into account the projected future growth in population of District 3 in the southern portion of the City. This area of Blue Springs has grown significantly and is predicted to continue to grow. Therefore, the new boundary maps have weighted Districts 1 and 2 with more population and less in District 3 with the anticipation that District 3 will continue its growth trend.
The primary changes in boundaries impact a narrow area within the City generally south of the 40 Highway and AA Highway corridors. Larger subdivisions impacted include Plaza Estates West, Westwind, portions of Blue Springs Manor South generally north of SW Victor Drive, Lakeview Crossing/Tequesta Village, Autumn Chase, and Eastridge Meadows. Current households affected by this change will be notified by mail in the coming weeks.
The 2020 Census population data was released in August 2021, with the new population for the City of 58,603. The 2020 Census population numbers with the previous Council District boundaries are as follows: District 1 – 18,795; District 2 – 18,197; District 3 – 21,591. With the new district boundaries in effect, population by district is approximately District 1 – 19,563; District 2 – 20,236; and District 3 – 18,694.
Per Section 3.2 of the Charter of the City of Blue Springs, City Council District boundaries shall be established by ordinance following each Federal decennial census. Districts shall be compact and contiguous and contain, as nearly as possible, an equal number of inhabitants.
The combined percentage differences between the smallest district population number (District 2) and the largest district population number (District 3) from the mean population of all three Districts (19,528) must be within 10%. As a result, Council Districts needed to be redrawn by adding population areas of the City to Districts 1 and 2, while removing some population areas from District 3.
